deleting an instance and installing a new one with differen NLS_characterset

I installed 11gR2 on Windows Server 2012 and now I found that I would rather have an instance running under the WE8MSWIN1252 or ISO8859-1 CHARACTERSET.

How do I delete an instance and create a new one with that CHARACTERSET? How do I specify the desired CHARACTERSET at install time of the 11gR2 setup?

How do I totally remove 11gR2?
