Not able to register HTML server

Hi,

We are not able to register the HTML server, During the process it takes to much time and then it gets failed with the error "create registering fails"

Server Details :

OS - Windows Server 2008 R2

JDE 9.1 Update 2 TR 9.1.5.1

weblogic - 12.1.2.0.0

jdk version : jdk1.6.0_22 (64 bit)
