OM-Ship/Fulfill Transaction in Pending Status

We are running Oracle EBS 11.5.10.2. A serial number was shipped on an order and the transaction is in Pending status. All other transactions prior to it are complete. These include PO Receipt, Internal order Pick, Sub Inventory Transfers, and SO Pick. How can we find out why this last transaction is Pending?
