How to select default Owner for the Service Request from a specific territory?

I defined territories and rules and also assigned resources to each territory. There is one "Individual" resource setup as a "Primary Contact" in each territory. My requirement is, when SR is created, it should always default Primary Contact resource in the Owner field. Currently it is randomly selected. I am using Oracle R 12.1.3.
