DBA maintenance plan

Hi, we are facing a new customer  that has several issue related to database, I means, for several years nobody support database!

so, in basic word, please, could write down step to check? items, files *.trc, *.log, ..so on...?

Im CNC, great thanks if any DBA could help us to understand the basic maintenance, and in this scenario:  database without support for 1, 2 year!
