Project manager cannot access project contract

User has role Project Manager role assigned on project.

Project is assigned to Project Contract.

Project Manager cannot access the Project Contract - gets the following error:

Function not available to the responsibility.

User has Contract Level assignment of Project Manager role in Project Contracts for the contract.

User is assigned Site Level role of Contract User in Project Contracts.

Any ideas what is causing the access issue.
