how to work Territory management rules if assign resource group

Hi All,

we are using territory management for customer accounts assignment to collectors. while defining the TM rules in Territory management, we assign resourse group at resource level. resource group is having multiple collectors. how the system assign those collectors from resource group to customer accounts. i mean on which basis, it will be assigned.
