project creation notification

Hi,

I have seen when a project is created, a notification goes to the project manager in key members, stating that the mention project is been created. Can you please let me know, something about this notification. Is it a standrad workflow or do we need to customize or enable it. In some sonutries, this notification is not getting triggered for us.
