Patch 18202833 FDMEE Failed

Hai Guys ,

I am using EPM 11.1.2.3.500 , i want patch my FDMEE with Patch 18202833

But I have Problem

Prerequisite check "CheckActiveFilesAndExecutables" failed.


I have stoped the Oracle Service with stop.bat and i saw the service and task manager no one process run.
