How do you handle Occurrences Factors?

How do you handle Occurrences Factors? You may not, which is okay. I just wanted to see what the community thinks on this issue. We have a legacy environment that calculates a forecast of work based on occurrence factors. See example below:

22.5 hrs Total

In this example, when Asset 1 comes in, I know from historical results that when this asset comes in for a visit, 100% of the time I do operation 1, 50% of the time I do operation 2, and 25% of the time I do operation 3. So, the legacy system plans for 22.5 hrs of work for every visit. Now, keep in mind that's just the weighted average of my historical work. It will never actually be 22.5 hrs (as long as the durations are meet with actual hours). Real visits will look like a combination of all three
