Depot Repair - Not allowing to create Repair Order without setting Profile Service: Default Operatin

Hello,

I'm trying to create Service Request and RO through Depot Repair API's. The Service request is getting created however while creating RO the API is failing with the below error,

"Service activity selected for the logistics line is not defined for the item's billing type."

I'm able to overcome this error if I set the profile option Service: Default Operating Unit to the OU under which I'm creating the RO. But this makes the API dependent on the profile option.

As per the oracle notes 1355071.1 by setting the multi org access rules we can over come this issue. I tried setting up the below sequence,
