Blank Lines appearing on PDF from Suppressed lines in UBE

In the JDE UBE, there are certain data parameters that require the detail line to be suppressed in the Detail section. The PDF output appears normal.

Once an RTF temple is used, the XML data has the Detail section appearing for each record that is suppressed. The result in the BI PDF output is a blank line for each suppressed line.

The bottom half of page 1 is filled with blank space and the entire page 2 is blank space before printing items again on page 3. If I remove these from the XML the blank spaces go away:
