Why does the BILL Y/N Flag in the Service Work order Labour entry P90CD018 (udc H00/BI) use a diffe

Why does the BILL Y/N  Flag in the Service Work order Labour entry P90CD018 (udc H00/BI) use a different UDC to the Service Order Part list entry P90CD015  (udc 17 Y/N)  when both have the same alias BILL and the same function ?

Plus why do both programs default the BILL flag to the values '0'   when the order entitled  even though '0'  is not valid on the UDC ?
