How to make columns non-editable in EXCEL using Word RTF

Customer need to generate the report output from RTF (word) to Excel. We require some columns to be protected where user cannot put any values and some where he can freely put his values.

Is it possible in BI publisher in oracle apps. If yes , then how to achieve this.
