How do I change material status configuration when I have lots still in that status?

The material status "On Hold" is defined at the lot level.  This status prevents subinventory transfer of lots with this status.  I want to update the material status so subinventory transfers are allowed.  I know I cannot change the configuration while there are lots with this status on hand.  We are using version 12.1.3.  One way I thought to do this is:

1.)  Do a mass update of all lots to a temporary status.

2,)  Change the material status setup to allow subinventory transfers.    

3.)  Do a mass update of all the lots from the temporary status back to "On Hold" status.

 

I have thousands of lots "On Hold" in several different orgs and subinventories.  We are on revision R12.1.3 currently.  What is the best to do this?  In addition, can you provide with a SQL that lists all lots on hand with there status?
