Want MRP to create transfer order rather than expedite purchase order

If we have demand for an item in branch/plant A and have quantity on hand in branch/plant B to meet that demand, we want MRP to create an order message to place a transfer order.  However, if there is a purchase order somewhere out in the future, MRP is creating an expedite message to move that purchase order up, and then it creates a transfer order for the original date of the purchase order.  If we have the quantity on hand, we would rather have MRP create a transfer order and leave the purchase order where it is.  Is there
