JD Edwards foundation setup (w/in configuration utility) failed to mount system image

Non-production setup - choosing not to use deployment server (noted as optional in documentation).

OVM Version 3.28

When running the configuration utility (config.sh), selecting the servers to be configured prompts for virtual machine information.   After all servers' fields are populated, the script runs & tosses error for BIP:  failed to mount system image to local mount point.

If I skip BIP configuration, the other servers I selected will complete the configuration without error.

Note: The first selection (Foundation Server - Database, Enterprise & HTML) requires input for Deployment Server Name & Location.  To get past this screen, I entered valid server info - that is NOT a deployment server.  Maybe this is causing the issue?  How do I get around these required fields when not using deployment server?
