Multi Customer Project - One Invoice Per Top Task without using Control Billing at Top Task

We have a requirement to have a multi customer project produce one invoice per top task even if the same customer appears on multiple tasks; ideally without making the user go through Control Billing at Top Task.

Has anyone encountered this, is it an option via standard functionality? Thank you.
