Item Eligibility using Max Delay Weeks

Hello experts,

As per the guides, we can use the business rule MAX DELAY WEEKS on COE to activate an item elegibility after a # of weeks is passed, but this # of weeks is counted after the first sale (assuming model start option is selThrough).

If we have no sale at all, MAX DELAY WEEKS won't trigger the item elegibility, neither if we use "Planned Start Date" rule and "plannedStart" as model start option.

My question is: how to trigger an item elegibility if it didn't sell at all, but have inventory on the stores (or pice zones)?
