Critical Patch Update April 2015 instructions?

Instructions for Patch 20406239 (which is part of the 2015 April CPU, 20834611) states a prereq is:

Ensure that the following Oct2014 or greater to be already installed prior to installing this patch:

  • Database PSU 11.2.0.4.4 (Oct2014) (Patch number: 19121551)

When I go to MOS to download 19121551 it says this is superseded by:

Patch 19769489 is Superset of patch 19121551
Note
This patch was originally replaced by patch 19769489. The most recent replacement for this patch is 20299013.

20299013 is the other part of CPUAPR2015.  Aren't they essentially saying to apply the other part of the the bundle first or am I misreading the layers of indirection.
