Can closure of service requests via upward propagation be overridden at the Responsibility level?

We use upward propagation to close SRs. I would like to override this however for SRs owned by a certain responsibility. The profile option 'Service: Auto Closure of Service Request' is set to YES at the site level but set at NO at the responsibility. WH\hen I test it however, the system doesn't seem to be overriding the setting. Is this even possible? Do you have another suggestion?
