Restricting Approval Limit Adjustment Setup by Region/OU

Hi, is it possible to create a responsibility in which an administrator setting up approval limit adjustments for a user is limited to only accessing users from a particular region/OU instead of all users? Is this possible with using MO: Security profile settings? Thanks.
