Why form personalization Create Record Group to change sales order bill to lov does not work ?

Hi

We have created a form personalization using the Create Record Group in order to add a the customer category code in the concatenate "City,State,Zip Code,Country" of the Invoice To Location (Bill To) LOV.

Personalization seems to be correct, but we do not see modified LOV when querying the Bill To Location list of value.

We created the personlization at function level, used condition Trigger Event when_new_form_instance and processing mode Not in Enter-Query Mode.

In Action, we created :

1. Seq 10, type Builtin, language All

     Builtin Type : Create Record Group from Query
