Unable to create hierarchical picklist

Hello,

I am trying create a hierarchical picklist based on State-->District. Import for both State and District worked but didn't created parent-child relationship since it didnot import data on Parent LIC field.

Maybe I am going somewhere wrong.

Please help me with this issue.
