adop phase=prepare failing with message SQLPLUS in PATH does not point to ORACLE_HOME/bin

I am running adop phase=prepare on an instance of EBS 12.2.4.  The phase is failing with the message:

PROGRAM : (/u01/app/oracle/ebs/D822/fs2/EBSapps/appl/ad/12.0.0/patch/115/bin/txkADOPPreparePhaseSynchronize.pl)
TIME    : Tue May 19 06:54:01 2015
FUNCTION: TXK::SQLPLUS::validateConnectInfo [ Level 3 ]
MESSAGES:
SQLPLUS in PATH does not point to ORACLE_HOME/bin

Looking in the log files generated by the process does not yield any obvious answers.
