Depreciation Does Not Attach to New Assets Being Added in 9.1

We are in the process of upgrading from 8.12 to 9.1 and have
been in CRP for three weeks. When the Fixed Asset users add a new asset in 9.1,
then they use the row exit to review default depreciation, the rows at the
bottom where the rules would display by LT are empty. The data in the header of
the form is correct, but the depreciation rules are not attaching. I’ve
reviewed constants, AAI's and everything else in Setup that I can think off,
but don't see any difference between the new 9.1 and 8.12.
