Upgrade of OS and Siebel version

Hi everyone. We currently have Siebel 8.1.1.11 installed in Windows 2003 servers. We will be given Windows 2008 R2 servers and we want to install Siebel 8.1.1.14 in the new servers. It has been suggested that we need first to install 8.1.1.11 in the new servers and then perform a migration installation of 8.1.1.14. Is this the strategy that you would use? Any input on this is highly appreciated.
