Input on adding a recycling charge to the invoice on every product with batteries

I’m looking for a little input from you experts for a pretty specific regional problem we got here.

In Belgium there is a thing called BEBATS which is basically a recycling charge for batteries that has to be added to every product that is sold including batteries. It is calculated on a per battery basis. So whenever we ship a product to Belgium we have to add this charge to the invoice.

At the moment this is done manually, which means our AR is printing the invoice to a pdf, adds the charge by writing it into every line individually, saves it, sends it out to the customer and after he has paid has to correct the “overpaid” amount back in Oracle.
