11GR2: unable to connect as sys account using tnsnames

Hi,

I am having the following issue with 11GR2 RAC database.   

we are able to connect using   "sqlplus sys/xxxxx as sysdba"  without any issues.    however the following command throws error

"sqlplus sys/xxxxx@PR47 as sysdba"

ERROR:

ORA-01017: invalid username/password; logon denied

Password is correct.      The same commands work for system and other users.    This is not an issue with tnsnames.  Only sys user throws an error.

Please advise.
