Full compile script is not working in siebel tools 8.1.1.11 Patch Set 10

\Siebel\8.1\Tools_1\BIN\siebdev.exe /c "D:\Siebel\8.1\Tools_1\bin\enu\tools.cfg /d ServerDataSrc /u SADMIN /p ********** /bc "Siebel Repository" \sba81\siebsrvr\OBJECTS\ENU\siebel_sia_FC.srf

Getting error "Failed to open configuration file: \Siebel\8.1\Tools_1\bin\enu\tools.cfg

Please help.
