effective_date filed in the RPM_CLEARANCE(_RESET) tables

Hello,

I was looking through the RPM-related documentation but I havn't found the answer for one simple question. I'd like to know when the effective_date fields remain empty in the RPM_CLEARANCE and RPM_CLEARANCE_RESET tables. Does anybody can explain me in which cases are those fields being filled with a date? I'm currently using the RPM 13.2.4.
