smtp queries - newbie

Hi,

We have a Solaris 10 setup as smtp server. The server will send mail out from local MS exchange mail server. Refer to the statement below from the smtp log:

Jan 20 17:02:27 <smtp-server> sendmail[14432]: [ID 801593 mail.info] t0T91YK4011914: to=<email address for recipient>, delay=00:00:03, xdelay=00:00:00, mailer=esmtp, pri=122822, relay=<server name>  [IP address of smtp server], dsn=4.0.0, stat=Deferred: 421 SMTP service is temporarily unavailable


Please advise what is the meaning of "stat=Deferred: 421 SMTP service is temporarily unavailable"? Is it referring to local smtp-server problem or external smtp server having problem? How to go about trouble shooting?
