Importance of Budgetary control group and Budget control at Summary Template

Dear Friends,

     We have enabled budgetary control and set at Advisory level. The budgetary control group for 'Manual' Category is set as Advisory with tolerance amount of 1 million. We have a summary template and the budgetary control is set at 'Absolute' for this template.

    We have a budget of $150000 for that account and when I create a journal for one of the natural accounts under that summary template for $160000, fund check passes as if it is an Advisory Check. It fails only when I create an amount more than 1 million, does the fund check fail. So, why does the absolute fund check not working in this scenario. Does the Budget control group override the summary account template budget control or is it vice versa.
