Tax classification Code List of values

After applying some patches in 12.1.3 (17454491, 17782465, 18055564, 18520333, 18743631, 19018767), in invoices lines, the Tax classification code list does not display automatically when we click on the ...

First we need to enter % and then it displays, AND the list of values is no longer in alphabetic order.

The version of  form APXINWKB is

APXINWKB.fmb 120.601.12010000.472.1201080.2 level:2 2014/08/22 08:34:14 pkm ship

Patch 16685911 has already been installed (Doc ID 1583870.1)

How could I fix this problem?
