Workflow Duration

Client would like the workflow duration to always end at the last working day of the month.  Assuming 20 working days in a month will not always work because of holidays, number of days in the month, etc.  Basically they want to be able to set duration to "end date of next month - X (# of days)".  Do you have a suggestion on how this can be accomplished?  Can this be customized?  Thanks.
