MRP ignoring firm work orders

This is a new one for me.  After running MRP, we are getting messages to order and expedite for items that have firm work orders as supply in place.  The items in question are sub assemblies and therefore dependent demand, not tied to a sales order.  All the dates are the same so we should not have any planning or freeze fence issues. The supply/demand inclusion rules appear correct but the supply work orders do not appear to be showing up in the time series.
