INTFAPAM is unitizing and creating fractional quantities

We have an issue running INTFAPAM - some vouchers are being unitized by mistake creating quantites of < 1 when the Asset tables are created.  We haven't been able to find a pattern for the requisitions/receipts that are incorrectly unitized vs. requistions/receipts that create correct quanties of '1' when AMPS1000 runs.
