Does Valid Service Contract referring in Work Request not generate charges

Hi guys

Does Valid Service Contract for a particular customer  referring in Work Request ensures  not  to  generate charges or bill Invoice in Oracle Field Service Module

Means to say when we create service contract for particular customer  we access valid service contract so now after completing work request , no charges or invoice is created

in this transaction
