adadmin interactive=n Cannot find value for the token GFM_USE_CHARSET

I'm trying to run adadmin non interactively to generate forms.  I've done the following steps

adadmin defaultsfile=$APPL_TOP/admin/SID/adadmindef.txt

This creates the file okay

When I test this using

adadmin interactive=n defaultsfile=$APPL_TOP/admin/SID/admindef.txt logfile=test.log workers=8 menu_options=CHECK_DUAL

It works okay

however, when I try

adadmin interactive=n defaultsfile=$APPL_TOP/admin/SID/admindef.txt logfile=test.log workers=8 menu_options=GEN_FORMS

It fails with the message "Cannot fine value for the token GFM_USE_CHARSET

I get a similar type of message when I try and compile apps schema.
