E1Local Problem After Move to Windows 2008 Server

Hi,

I've been following the instructions from E1: INST: How to Change out a Deployment Server for EnterpriseOne Releases Xe - 9.x (9.0 or 9.1) (Doc ID 659735.1) to move a deployment server in a test environment from server 2003 to 2008 and I'm having issues with the local db attaching.

I try to log in from sqlplus with jde/jde or system/admin and both give me ERROR: ORA-01033: ORACLE initialization or shutdown in progress.  Using / as sysdba gives ERROR: ORA-01031: insufficient privileges.

The jde.log has the following:

2784/860 MAIN_THREAD               Thu May 21 07:39:23.333000oradbapi.c327
ORADB0051 - oradbChangeUserPwd failed for user SYSTEM
2784/860 MAIN_THREAD
