Issue with maintaining project leftovers

Looking for your suggestions. Currently we are facing issue with project left over items. we have two scenarios
Scenario 1. After completion of project client is moving all left over items (Stock) to corporate warehouse and from there to new project. In this case we have decided to deduct the cost of the left over items from the original project at the time of moving into the corporate warehouse and same-way charge to new project when it is moved from corporate warehouse. Is this is a right process or is there any other solution to handle?. In case left over item is not used in any other project and got expired how to handle the cost (loss) of
