R03B551 gets submitted twice?

I'm seeing occasions where after submitting R03B551, which in turn calls R03B50 then R03B50D for known invoice match with amount, that it seems to spawn another submission of the same job R03B551.

I've seen this twice this week and it appears that if the first execution is unable to match any/some of the invoices and marks the row with an 'H' status (RUEUPS) then something (not me) re-submits R03B551 again

which generates "No records met the selection criteria" as the output warning.  The second re-submission of R03B551 obviously also calls out for R03B50 and R03B50D.
