R12 Budget contral and encumbrance

Hello

we are in r 12.1.3.

We want to implement Budget control to manage /control the amount it is expenses in purchase orders.

Is it mandatory to use Budget Control and Encumbrance in PO? I mean I will have a budget in GL and every time we approve a PO I want the application tell me if I have enough money in my budget to buy it or not. I thought it was enough with Budget control, but it seems that I must enable the encumbrance in PO.

Is that right?
