Resource Availability based on Plan Start time

We are using ECC Plan . We ran our plan at 09:00 AM . When we check resource availability on the day of plan run Gantt chart is showing 24 hrs where as in reality we have only 15 Hours . This is causing our ATP results to be wrong.

When order is booked system assumes resource availability of 24 hrs and provides promise day as day of plan run. In reality there is no availability on the day of plan and also for few days in future. . We unchecked planning time fence in the plan option and so system calculates resource availability from the day of plan run. But how can we make sure that system calculates Resource availability based on
