Standby OMS

I am trying to setup standby OMS 12c R4 for the first time. As part of the deployment, I am using instructions from Setting Up High Availability - 12c Release 1 (12.1.0.1) . I would like to know if configuring service load balancer on primary oms is requirement? Have anyone deployed standby without load balancer on primary oms?
