Combine multiple payments into a single PPR - part 2

Dear all,

i have requirement to combine multiple PPR into single PPR. in this discussion i found the oracle document  Document 1287600.1 as a guidance. i already try step on the Document 1287600.1 and i have a problem. i stuck in "Assembled Payments" status. i already try run request for "Create Electronic Payment Instructions" or "Create Printed Payment Instructions" many times, but PPR still in "Assembled Payments" status. need help from all guru's.

My EBS version 12.1.3
