Installed ODA 12.1.2.3 patch and ODA_BASE is not starting

Greeting!

Yesterday I downloaded and installed the infra part of the the new 12.1.2.3 ODA patch. As part of the patch process the ODA_BASE (DOM1) was shutdown. Now ODA_BASE will not start. I restarted DOM0, powercycled the node to no avail.

Previously I was running 12.1.2.2 and working fine. I did nothing unusual. The infra install went fine. No messages of errors.

I did create an SR. Be careful updating your ODA. The ODA I updated is a pre prod ODA so I will be ok!
