Warehouse Management - Location Characteristic Issue

I have defined the location characteristic group in “Location Characteristic (P46022)”application and the same characteristic group is assigned to all the locations in the location profile. When I ran the “Build Random Location Table (R46821)” UBE, None of the locations are displayed in "View Random Locations (P46821)" application.

Instead of creating the characteristic group and assigning it in the “Location Profile”, I have defined the characteristic by location in the “Location Characteristic (P46022)”application and assigned it in the location profile. Now the random locations are displayed correctly in the “View Random Location” application. 

Instead of defining the location characteristics for each location, Could anybody help me figure out why the “Build Random Location Table (R46821)” report does not consider the characteristic group defined in the “Location Characteristic (P46022)”application?
