INFO ALL output narrowed when issued by non-OGG owner after upgrade to 12.1

Hi,

We're using non-privileged user for monitoring. Unfortunatelly, after a migration to 12.1 INFO ALL replies with MANAGER status only when OS user is not GG owner.

When version is 11.2 or logged as GG owner in 12.1, statuses of all the E/R are returned.

Is it possible to reproduce 11.2 behavior on 12.1 with non-GG owner?
