How to construct a link to iprocurement purchase requisition detail for a specific requisition for i

We have a requirement to build a custom interface into another system and pass a link to requisition detail. If I use the link that comes from the reqapprv workflow, only iProcurement users that are in the approval chain can view the requisition detail. How can I build a link so that any iProcurement user can view the requisition detail, such as searching for the link as they do in iProcurement.
